In 1964, I was transferred as Joint Secretary to the Minsitry of External Affairs dealing again, for the third time, with Nepal, Bhutan, Sikkim and NEFA. In the seventeen years since independence, many changes had taken place in these territories. NEFA was still under the Ministry of External Affairs and undeveloped and there was much to do, but my charge was changed and I was asked to take over the UN Division. In 1965, Pandit Nehru passed away and leaders from all over the world came to pay respects. With his passing, really, a great era in the history of India passed. Soon after, his daughter Indira Gandhi was made Minister for Information and Broadcasting and so entered the government of Lal Bahadur Shastri , our next Prime Minister.
